Debtor Says He Has a Lawyer?

Debotors, particularly the habitual, are getting smarter about how to get the collector off their tails. I also suspect that they have some answers calculated to delay the inevitable and cost us collectors $$$. What do you do, and for how long if at all, do you Cease and Desist when they tell you:1) they have a lawyer but don't give a name?2) give a lawyers name but the lawyer is non-responsive?2)

credit card numbers and a list of bank names

I am not sure if this even exists but does anybody have a list of prefix numbers on credit cards and what bank they go to. For example- any card that starts with 5424 is a Fifth Third Debit Card. I know that we have a whole list for HSBC but I was wondering if there was a list out there for banks. If not, somebody should make one and become a millionaire.
